Northfield Neighborhood - Meeting Minutes - Jan 5, 2009 NNA Meeting 1-5-2009 Meeting called to order by President Jody Horton at 7pm. Neighbors introduced themselves. Pastor Boyett reported that the December holiday potluck was well attended and people gave generously when the collection was taken to help needy neighbors. A representative from Austin Water Utility presented information on a wastewater improvement project slated to begin construction in 2010. It will affect most of Chesterfield and parts of Airport and Leralynn. There will be a public meeting for more information on Jan. 13, 6:30-8pm at Dayspring Chapel. Plans include upgrading aging pipes. Maps of the project are online and information can be obtained anytime by calling 684-3232. Clay brought up the issue of illegal parking on lawns, which is common on Super-2 properties. Austin has a city ordinance regarding parking on lawns, but the ordinance is "opt-in" by neighborhood. Northfield is one of few neighborhoods in Austin that has not opted-in. It is unclear whether we need a NNA meeting vote to opt-in or if it is a matter for the Neighborhood Planning Team to address. Clay and the planning team will look into it and address at a future meeting. Pam presented a follow up regarding her intent to open a pub at 100 W. Northloop. The BOA will hear her variance request next week regarding a zoning change from GR to CS-1. A vote was not taken because more information is needed about the differences between the zoning categories, but no significant opposition was raised with regards to the general plan. The BOA hearing will proceed with or without a neighborhood vote. Jody renewed the conversation about green-spaces on the west side of the neighborhood. No interest was expressed by attendees regarding a community garden on the strip of land along Koenig between Guadalupe and Waller Creek. The idea for a children's play space on 55 1/2 along Waller Creek was also discussed. The property is currently fenced in by the adjacent private property owner. The tenant of that private residence attended to voice his opposition to the children's play space. It is unclear what role the city had in allowing the space to be fenced in, whether it is categorized as an easement and what the process would be to change its use. There was no significant interest from attendees to pursue the matter. Cindy presented a proposal on behalf of the neighborhood planning team for a neighborhood tree planting, which would be installed and maintained by the city. The money to purchase the trees is leftover from the original Bruning Green grant and would supply 48 trees. Jody called the meeting to a close at 8pm.
